140HP? I assume it's points, have you looked at the points, changed them, set dwell and timing?
If the ignition hasn't been worked on in a while it might be best to do a complete tune-up on the ignition, plugs, wires, cap, rotor, points, condenser,,, and then set the dwell and timing to spec.
BTW, 10V at the coil is normal, it uses a resistance wire to drop the voltage to the ignition. You should get a full 12V while cranking the engine though.
It is a points system, all are new, points condenser cap rotor and coil are new.
