Nobody has stated the obvious yet... This 9.9, going by the lower unit and prop is a high thrust model, it belongs on a pontoon or on the back of a much larger boat, as a kicker. This combo is not geared, nor propped to work properly on a boat that you want to plane.
If this were a standard yamaha 9.9 4 stroke you probably wouldn't have an issue.
The high thrust lower units are geared at 2.92:1 with nearly 12" diameter props with pitches up to about 9. The standard lower units are geared at 2.08:1, 9.25" diameter props with pitches up to 12
Do a little math and it becomes quite apparent that this setup will never work on a planing boat. trade it off.
