Get a new motor or buy a jack plate for $200....
There is no way to dodge the fact that the motor does not belong on that boat as is....
I have a 12' Lowe with a 3.5hp merc and it gets on plane and does 9-10mph!

9.9HP on a 25HP hull, that's a huge issue.

Find out more about the Evinrude: year, controls included if needed, compression, work done to it, how much to swap things. I wouldn't want to be get rid of a low hour excellent running 9.9 for an old beat up repaired 25HP...

I can certainly find out more about it. To be honest, I know nothing about the 9.9 I have right now. I have literally taken the boat out twice and maybe burned through a tank of gas. The 9.9 I have on the boat came from the same place that has the 25HP. I'm a tad confused though as I'm getting two conflicting responses. The first being that the boat is underpowered with the 9.9. I am guessing either that is the case or not and that nothing can change a underpowered motor? If it is underpowered for my boat then would it not be better swapping out for something that is ample power for what I have? Many have mentioned getting a Jack Plate, whoch I'd be happy to do but if the motor is underpowered anyway is it worth buying the plate, drilling holes in the boat etc or just trading it in for something that is right from day 1? For all I know the 9.9 I have could fail on me as I know nothing about it, it's history, run time etc...

Nobody has stated the obvious yet... This 9.9, going by the lower unit and prop is a high thrust model, it belongs on a pontoon or on the back of a much larger boat, as a kicker. This combo is not geared, nor propped to work properly on a boat that you want to plane.

If this were a standard yamaha 9.9 4 stroke you probably wouldn't have an issue.

The high thrust lower units are geared at 2.92:1 with nearly 12" diameter props with pitches up to about 9. The standard lower units are geared at 2.08:1, 9.25" diameter props with pitches up to 12

Do a little math and it becomes quite apparent that this setup will never work on a planing boat. trade it off.

You can always bump a very underpowered OB by changing carbs to next model if happens being same CC powerhead along going for a prop maximization. But that XL 9.9 is not worth it.

If going for the 25 HP just dial transpom height for water flow at speed to slim right under upper water deflector plate as in modified posted pic and boat happily ever after...

Thank you for the feedback. When I was researching the model number I noticed it stood for High Thrust but wasn't aware of the difference. Thanks for explaining. I think over the duration of this thread I have learned alot!!! I have also, I think, made up my mind to exchange the motor. It just looks like I'll always be jerry riggiging something to make it work and I feel it would be better to just to cut my losses now and get a new motor.

Someone mentioned that I would need a short shaft. The Transom is 20", a short shaft would be too short right? So I just need a regular long shaft tiller?

I guess I will move forward on this option and then come back to update once I have the new motor and let you know if any of the issues are still there.

If transom is 20" need a L shaft OB. 15" Shaft OB's are good for up to 15-15.5" transom heights...
