    I would not make decisions based upon a helm gauge. I would use a decent DVM to verify the reading of the helm voltage gauge. A $40 voltmeter will do. You don't need a Fluke.

    I have watched some YT from Dave's Auto. He has a big repair and machine shop in Utah. He has a SIM tester where he can put an engine on and turn over the engine at various speeds to test it out before spending the time to install the engine.

    The u-pull-it places have marine engines or a car or truck engine you would need to make into a marine engine. I think the cam is different and the mains are 4 bolt mains. I thank that kind of engine is only viable if you can do all the work yourself.

    It sounds like ignition. But first I would dump the fuel from fuel filter into a clean mayo jar and see if it looks like clean fuel or do you see water or other contaminants. Then go through the ignition. Look at plugs, wires, distributor cap and rotor.

    Pull the engine. Tear it apart. First figure out how the water got in and then examine the bearings and journals for damage. They should look pristine. Hopefully you will find an exhaust manifold. And not a cracked block. Were you boating in fresh or salt water? Is the engine FWC or RWC?

    I am not sure the SS bolt provides the connection. I think it's the zinc touching the aluminum of the outdrive. The bolt just holds then in contact. SS is not a great conductor of electricity.

    Your are either going to buy a Rinda Diacom now or later. Especially if located in an area where the bulk of boats are outboard. Few people to work on I/O. I bought a small Acer laptop and have two OBDII scanners for vehicles and Diacom for my VP I/O.
