    The position of that ring does NOT MATTER.----Just line it up so the 4 screws go in.----Are the breaker points absolutely clean , with zero resistance when closed ?

    It could add way too much fuel and the plug will not fire !!!

    These pumps all look similar.----When 3 hose fittings are used , the hole on the back is NOT open to the diaphragm for the PRESSURE pulse.

    Check fuel pump diaphragm.----Might be ruptured.

    Find one of many u-tube videos.----Repair the simple magneto as needed.

    It could be that there is an issue with crankcase compression.----It is the PRESSURE that drives these pumps.-----How did motor behave with the VRO pump ?----Did you find something wrong with old pump ?
