    Get a factory manual , it is a must for your motor. That motor is a 2+2 motor and starts and idle on the top 2 cylinders.

    To the OP the "experts" should have asked for pics of the hood and powerhead. Especially the cdi box. That motor was relatively unchanged through out it's run. So pics are a must

    Look at the base gaskets are they the same for 86 and up? Driveshaft splines the same?

    Buy a different motor or try to find a blown donor motor and swap powerheads. If you get lucky find a 25 hp and swap carbs onto yours.

    Did you clean the carbs? Looked at the fuel pump diaphragm? What happens if you pump the primer ball?

    Does it say BRP or Evinrude anywhere on it? Did the motor ends have yellow inserts in them?

    You bought a cheap primer ball. Evinrude does not use hose clamps on theirs. Go buy a quality one.

    What is your float level set at? Where did you get the carb kits from? Did you soak the carbs and clean them correctly?

    Does Spark jump a 7/16" gap? What is your compression? Fresh gas? What about a link and sync? Do you have a factory manual?

    Take the lower unit off and see if it frees up.
