    Broken Rod End

Yes, there should be a bonding wire to the rudders/steering rods. Green number 8 wire. If it's not there, it will corrode.

    Gimbal Bearing Noise?

Well yes, ignition related parts have to be approved. The only other thing I can think of right now is the circulating pump should be marine, it has the stainless impeller. I've seen the automotive ones that fail from rusty impeller.

    Gas in 2003 18’CC bilge

Glad you got it going,... BUT even if overfilled it should NOT have gotten into the boat, it should have vented outside to the vent. You have a leak either at the fill pipe, vent, fuel sender, or pickup lines. Further investigation is needed.

    Gas in 2003 18’CC bilge

This is whats left of a 20' boat when they explode. The family was thankfully on the dock, the owner hit the key and it blew. He scrambled through the now missing windshield and jumped to the dock. The hatches blew 40'. Cap separated from the hull. Dang lucky no one got hurt this time.

    Gas in 2003 18’CC bilge

Can't tell ya the type of tank, but DO NOT even attempt to run it or any battery connections till you find the issue, get it cleaned up and odor free. That is a bomb ready to blow up. I can find a pic of one at our marina that blew up a couple weeks ago when I get to my computer.

Does ACR exist to charge start battery bank only if the volts drop below 12.45?

If it's wired correctly. turning off the battery switch will not prevent the charger from charging the batteries. Not supposed to be set up that way. And the bilge pump should go directly to the batteries also.

Does ACR exist to charge start battery bank only if the volts drop below 12.45?

Sounds like you need a smart charger. They moniter each battery sepratley, and only charge/maintain each battery. Them old school chargers don't care what they do to a battery. They will pound out amps and burn up the good battery if the other one is weaker. It is recommended to replace both...

Good Marine mechanics are getting harder to find. Sound's like your mechanic needs some schooling. Spark, compression, fuel. Just have to know when it's all supposed to happen in the right order.
