    I used a 4" angle grinder with a resin backed sanding disc 60 grit, it will sand through quick so keep it moving.. If you do not own one I suggest going to a harbor freight if you have one around you. The dust will destroy the tools you use, so in this case cheaper is better.

    Pictures help. Could be possible that 1/2" was placed over the original floor due to rot. If that is the case expect a lot of damage underneath. With the age of boat more than likely it will need a transom and stringer replacement.
