    It does not matter as long as the rotor lines up with whatever spark plug wire going to the #1 cylinder when the #1 piston is at tdc firing position and the timing mark on the harmonic balancer line up with the “0” mark of the tab of the timing gear cover.

    You need to replace the points and condenser. Once points act as your‘s are doing it will never run. Filing the points might help but in most cases only temporary. You probably have a Prestolite distributor. NAPA will have them.

    Keep in mind that there is more vacuum when the boat is on land, the back pressure when the boat is in the water on the exhaust will change the vacuum reading.

    The spring coupling is known as the “hammer blow coupling“ in the OMC service/parts manual. It gives the motor a free 1/4 turn before it engages the tilt worm shaft. Check post#2 about the plastic thrust washers. They center the coupling.

    With the drive down remove the rubber bumpers then back the 4 saddle mounting bolts 1 turn. Pump sone grease in the fittings, snug up the 4 bolts but not tight then try raising the drive, see if that helps. Then tighten them. are the 2 plastic thrust washers on both sides of the spring coupling?

    Just to be sure do the voltage check. That will narrow down the problem. A low or no voltage by pass circuit is real intermittent. Remove the flame arrestor, hold the choke open and have someone pump the throttle a few times look into the air horn to see if the accelerator pump is squirting fuel.

    Another reason for the 2” minimum transom thickness is needed to make sure the inner and outer transom parts do not “bottom out” against each other causing the inner plate to crack which will spread out the 2 vertical rear mounting holes. When that happens it is impossible to mount the engine.
