I'm no xspurt . but from experience it sounds to me like the timing is retarded by a few degrees .
forget the timing light > advance the timing by small increments till you get a slight ping under acceleration from a full stop , once you get the pinging , retard the dizzy back to the last...
? why do you need to be towing that amount of weight @65 + mph , your " car" is not built to do that even although it will pull the weight it is not meant to be doing it @65 + on the highway.
that's a heavy load for a car so its only natural to have problems as you drive faster.

some motors have different poppet valves, thermostats and water flow , for example , my 4 stroke Yamaha takes 10 seconds or more to start pissing water with a new pump .
you should be going by the strength of the flow once water flows rather than how long it takes to initially start to pee..
you need to figure out why the engine got that hot and stayed hot long enough to smoke the motor component's so badly..? was the foam wrapped around the front of the lower gearbox blocking the water intake holes.

on a dry motor , yes , it will chew the water pump impeller in no time, the water lubes the impeller and they cook real quick when dry.
