    500 to 700. (Pre Covid ) Generally 20.00 per foot ,price varies with locations. They usually do not a complete inspection with the engines Will look at hoses ,oils leaks belts and when on a water test will listen for anything unusual. No compression test or hook up to a scanner.

    Switch might be for trimming your outdrive, have you verified that function ? Tabs down helps keep bow down which helps boat get on plane quicker . At cruising speed the tabs should be even with the hulls bottom.

    Your RPMs are in the MFGs recommended range , so I would stick with that prop. Odds are your carb is gummed up and letting to much fuel in while your trolling around. Or possibly the choke is hanging up . I can troll with a 454 all day long at 650 rpms and never have a issue with fouled plugs ...
