    Tiller handle won't shift gears

Did the jam nuts come loose? Did the cable jump? Access plate on the side of the tiller have you removed that? Is the linkage behind the carb connected correctly? Lots of plastic bits there. There is a kit to convert that to a side shift motor.

    1985 Evinrude Fuel Mixture Screw

I don't think that is for your motor. Your motor has a fixed high speed jet and low speed orifice. First I would do a compression test then find the altitude chart for your motor. Then you can replace those with the correct ones.

    1993 Evinrude 15hp

How long is it sitting for? If you are fishing for anything over 20 minutes that is a cold motor and will require choke to start it. And if all you are doing is idling the motor never truly warms up.

It also says the GL makes its power at 5500 and the EL makes its power at 5000. The GL is the Intruder Version and the...

25hp Merc only starts w/starter fluid

DON'T PUT WIRE IN THE HOLE. On the base of the carb where it bolts to the motor is the exit hole for the primer. Use compressed air to blow through that. I brought visual aids. In pic #2 bottom of the primer you take the bolt, spring and ball out you will see a wee hole. That is the primer outlet...
