    A Screech is a lot different from a Whine. Are there any V-belts on that engine, like for an Alternator? A dry bearing will certainly Screech if starved of Oil. Is the Oil Level correct? Oil Starvation will throw the Motor into a limp mode. None of the Other Gauges work, so any and all warning...

    I would have said to do that test at Idle and fast Idle, but... That is Important, and I didn't see it earlier. Now is it coming out in a Spray, or is it just running out? If it being sprayed out, yes the reeds could be an issue, but if it just spilling out, it sounds more like a High Fuel Level

    You could check to see if the Throttle Linkage is advancing the Timing, and opening the Throttle Plates fully. You also stated that it has never operated at full power. Is that you have never tried WOT or it just doesn't wind up? Also, is your Tachometer accurate?

    Welcome to iboats Motors make a variety of Noises, even when running fine. "A loud whining noise", is very vague. "coming from the Throttle" ??? Throttle Control, Throttle Linkage, Howling sound from the Inlet? Going from Full Throttle to idle... and the Throttle Control is still set for WOT?

    Parts that are Borderline almost always work fine, until they fail... Hold a card close to front of the carb, and observe it, if it flips away from the carb with some force, and gets coated with Fuel, then suspect the Reeds. If it is only a drop or two, the reeds are likely not too bad.

    PowerTune is much better for Carbon removal than SeaFoam, as is BRPs Engine Clean/Tuner.
