    That outboard was designed to work with a VRO hooked up. Somewhat doesn't surprise me that it's not running very well at low RPMs because that's what the vro does is lean back the oil. Your other issues are definitely issues that you need to remedy. Never run an outboard in a lean situation...

    Use a portable tank with 75 to 1 to diagnose the vro. Best to keep the vro in my opinion. Seems like the alarm is possibly working as it should.

    Oil alarm does two things, low oil bottle, (test that the plunger is working correctly) and two low pressure. Your vro pump may have failed. Racerone can tell you what you need to do. (Inexpensive rubber diaphragm).

    You can certainly hope but probably a dirty carb. I showed someone once what a dirty carb looked like and the couldn't tell that it was dirty. Doesn't take much.
