    Try draining the Fuel Bowl and refill it. Also, try tapping the Carb Body with a small wrench where squeezing the primer Bulb, and see if that stops the overflow.

    With the Lock engaged, it should remain up or down, depending on where the Lock Lever is set. However, if you do hit something when running, the Engine may flip up very fast and without the Shock to limit the Tilt Up, might damage the boat and/or the Transom Bracket.

    The only time you will save fuel with smaller engine is idling in Neutral. The larger engines will match the smaller one's WOT Speed, at part throttle and usually be burning less fuel doing so.

    If the timing has retarded, the throttle plates may have been opened to regain the Idle Speed, that by itself is major cause of Dieseling. I will assume it has Electronic Ignition, so no Points to wear, but the timing will retard as the Timing Chain wears and stretches.
