True in most cases, mostly depends on the size battery.
In my case I use a 31c battery and I plug it in once a month for a day or two, on that size battery the (barely) 1 amp output does not cause the boil off
Sounds like a cylinder not firing under load
Inspect the Trigger & Stator wires for broken/poor connectors/connection
A timing-light is must have tool in your tool-box
I don't want to sound negative but I own one (1990) w outboard and these boats are rotten from the bottom up. there is lots of stories & pics on that forum of what needed to be done to them to make them water worthy.

1.Disconnect the ball link to the carb cam at the timing tower. Disconnecting at the cam risks bending the cam. Move the cam away from the carb roller.
2. Loosen the screw(s) on the aluminum tie bar and let all carbs close completely, then tighten again.

BUT with the fuel we run today !!! its "recommended" to go with no less than 1

As Merc850 already said; you are better of at this point to shop for another LU (lower-unit) because of the chunk missing
there's a lot of corrosion built-up and I have my doubts if the surface still can be re-finish/polished smooth for the O-ring to seal

I belief that the coolant water played a role also as the water reached the top, it has passed the other cylinders already
(but that's in most cases??)
When you had the flywheel off did you see if there were any magnets missing ? (on flywheel)
But you will have to get a timing-light to see if she's firing on all in all modes
