Wouldn't be the first time the carb needle valve got stuck closed and the float does not have enough weight to bring it back down. Might need to shoot a small amount of compressed air into where the fuel line connects to carb
Merc paid to have tools developed, I don't see them ever publicly posting those on line. Might find them across the pond where they might have been stolen

Constant "loading tomtom" with split screen, but press Nav button and it goes full screen and works fine. No actual buttons just a touch screen is a safety issue
Go to local auto store that loans tools and get a fuel pressure gauge
Connect gauge to fuel rail by removing cap item 19 and attach to item 18
Turn key ON don't start and see what the gauge reads. Might turn off/on a couple times to see if there are any variations
Now start motor and see what...

Just went thru this a short time ago with another member here and it might be a failing shift interrupter switch. That is if you have an Alpha drive and not a Bravo
Opinion
The drive had very little lube in it and gears don't look bad but don't look go either. The drive needs a complete tear down and I won't be surprised if a SEI drive is in the future
The coupler is the new style
Manual 13 list 35 ft lb for coupler and use red loctite. Factory bolts came with loctite already on them. You could use new bolts just make sure they are the same grade, and I don't know if they are grade 5 or 8

To mention what @Bondo says any grease is better than no grease
If you have a greaseable gimbal bearing you will have 2 things. The first is a grease fitting on starboard side of the transom assebly, on the outside. Next if you pump grease in it, the grease will go in and not come back out...
You only see voltage on pin 85 (86 Gnd) when the motor is cranking. There is no voltage present with key being turned to ON
If there is no voltage on 85 when cranking then find the diode (item 12, post 6) and see if it is open.
As in post 27 but using marine engine site in place of mercruiser parts site, it's items 6 and 8

The exhaust shutter is under the exhaust elbow and helps keep water from back washing into the exhaust. Assuming you have the old style exhaust pipe
