    Agreed----This may not be a fuel pump problem----Simple test.----Have your able assistant operate the manual fuel pump while doing a cold start.

    Surging is often a fuel issue.----Water in the fuel ?----Agreed revving in neutral is BAD !---Revving in neutral is a meaningless test.

    I can not see or touch your motor.-----I believe the clutch dog is rubbing on either reverse or forward gear.-----Easy to adjust.----If that is not the issue then you need to investigate.

    An 87 model would carry a serial # starting with --B110054--- I think.----Internal reed valves direct air and fuel to the 3 crankcases.----Did that beginning in 1972.

    I doubt that your 6218795 model is the same engine group as the later 3 cylinder loopers.----Does your motor have 2 carburetors ?
