    The circled part are the contacts that need to be clean. A spring holds them together. If they need cleaning you can clean them by filing them gently with a nail file or fine emory cloth.

    How do you know it was "dry"? Are you sure it wasn't just down a quart or so and you've now overfilled it?

    Try rotating the shaft 90 degrees and see if grease comes out the others.

    30 some years using ethanol and have never had carb issues because of it. For good luck I put some stabil in the last tank of the year.

    What make and type of motor and or outdrive? Depending on the control the "middle" button might be for throttle only.

    As long as the "vacuum port" is above the butterflies should it not be ok for the fuel pump vent?

    I think some jurisdictions required boats to be registered if 10hp and above so it could be for a couple of reasons.
