    The components under the flywheel can be tested without removing the flywheel.------And stator or not makes no difference in removing the flywheel !

    I don't think it's fine.-----I do not see any water coming out of exhaust relief.-----Best test in a deeper bucket !----Or replace pump impeller NOW.

    Your location?----The compression values indicate that there is hope for the motor !----I would look for another shop.----Could be an issue with reed valves for one cylinder.----Remove bypass covers for inspection of pistons rings.----It sure seems like a simple issue was overlooked by these...

    If spark does not jump a 1/4" or more the motor will likely have starting issues.----Magneto inspection / repair is something you MUST learn to enjoy an older motor on a budget.----Very simple and many tutorials on you-tube.

    Does spark jump a gap of 1/4" or more on both leads ?

    You rarely see a cracked block on these.-----And water that is pumped up MUST be returned to the lake.----So it is injected into the exhaust for silencing / cooling.----Did you use factory parts ?----If testing in a bucket is the water 6" above the impeller ?

    About 250 + RPM.-----If it cranks at 150 RPM there likely won't be any spark from the magneto driven system.

    Bad starter motor.-----Bad battery cables.-----Bad battery.-----No money needs to be spent to inspect these items.----Start with charging battery and have it load tested.-

    You always fill from bottom till it comes out the top.----On more than one occasion folks came to the shop with burnt gears / bearings.-----They made the mistake on a simple job.

    Check fuel pump diaphragm.---Check for broken front mount , pulls choke on at full throttle.--Check reed valves.----Post actual compression values here.----Install a new water pump impeller.----Check thermostat as they are often stuck open or missing.

    Any chance that lower unit was full of water and froze ??-----Best to take lower unit apart for full inspection.

    The 12 volt battery is not used to make spark at the sparkplugs.------We can not see what solenoid is installed on your motor at this time.----Wiring on motors is often a mess when a novice starts poking around.---Smoke coming from parts can be expensive.
