    ahhh, wellll...YEAH Was this boat winterized? If so, how? if that's cracked check the other manifold and the sides of the block on both sides, as well as checking for water in the oil after firing it up.

    4.3 OMC Cobra electric choke issue

    It may be wired to the AC tap terminal on the alternator. Keep in mind for it to work it must also have a return path (ground). Post up a good close pic of the back side of your alternator.
