    check to make sure the engine isn't hydro locking when it shuts off. Never seen one break both bolts off.. may have been over tightened... Wonder if starter was replaced with newer permanent magnet starter which uses slightly shorter bolts ? maybe someone tightened the ell out of them

    OK that makes sense. If you can make it interrupt by actuating the switch then that's all you can check on land. You can adjust the switch but I'd leave it alone if it was working before someone buggered the wiring..

    Exactly. engagement teeth are back cut so they won't release in the water unless load is removed by momentarily cutting ignition I assume you haven't taken this boat out on water yet? Again you can test it by removing lower shift cable, should move with very little effort- two fingers holding...

    Is this on land or in the water? the switch will not trip on land unless the cable is bad... If you disconnect the lower shift cable from shift plate should move very easily with two fingers...

    X3 disconnect linkage and make sure throttle blades are fully closing down onto idle speed screw. If someone had the carb apart possible the carb linkage was put back on wrong or accelerator pump linkage is hung up and will not close..

    Next time you have it running , shut it off, leave throttle wide open so you can see down manifold. Watch it after it is shut off and see if gas drips into manifold. Even if the gas in the fuel line drained back the carb would still be full...so would think you'd see it in the manifold if carb...

    OK check list time for a parked boat for 7 years.

    I would pressure test the lower unit to ensure seals are ok. If it doesnt hold pressure reseal it before putting it in the water. Not sure what boat it is in or if it was stored inside would make sure transom and stringers (if FG not aluminum) are in good shape and not rotted

    Something else to consider regardless of adhesive choice you will need to compress the foam against the hatch for some time until the adhesive sets up, otherwise you may not get a great bond. Maybe you can cut plywood and put at an angle to close the cover onto to compress the sound deadener...
