    are you talking about the motor mounting blocks next to the stringers? those always need replacing when the transom gets replaced. you will find rot in both sides.

    first, water out of the idle relief ports is normal second, you do not have enough water going to the muffs. use a 3/4" or larger hose, turn on full blast. there should be a spray of water coming past the muff cups, not the small trickle you have in the picture. never run faster than 1500...
