    I would be more worried about the boat being centered in the hoist than anything hanging out in the weather. You may need to move the hoist back in the boat house which may or may not be easy depending on how it is framed up

    fuel pump is likely as Chris pointed out, just making the comment to verify there are no up stream blockages that are stooping fuel from getting to the pump.

    Ok same curve that to me looks like 10 intial plus 24+/-2 centrifugal advance. As long as you have the fuel it was rated for in terms of octane and carb is jetted properly should be fine at 34 total

    Would think that should be ok, definitely safe for keeping detonation at bay Not sure what the stock merc was for that engine. What ever advance limiters were put in there must be limiting it to 14 degrees centrifugal advance.

    Screen is in the tank need to find the access hole and remove it or unscrew pick up tube from tank the antisiphon valve is inline usually right on top of tank before it transitions to hose May be in the barbed fitting this is one sold by west marine

    As long as you got a good connection when sticking in terminals b,c,f meter probes may be too fat to get a good connection to the blade terminal inside of there.

    I would also check the anti siphon valve in fuel line by tank pick up is opening and flowing, also worth checking fuel pick up tube screen for debris if this hasn't been done. Some pick ups have a somewhat hidden screen in the pick up tube.
