Yes . it seems to match up with the schematic you thought, like I said; sometime people add/change components that will work from different years. It interesting to see that they made Chrysler motors in Barrie, Ontario (about a hours drive from me)
There's a hidden bolt under the exhaust-snout, remove that first & followed by one from each side alternating to prevent binding-up.
you may have to tap it to come loose & be ready they're not light
-Is the battery tested good?
-ARE your battery-cables in good condition & ends clean/tied?
-All ground wires connected properly?
-Starter any good?
-Motor turns over by hand?
You can jump the starter-solenoid across the big terminals to bypass the ignition/switch.
After you get it to crank...
The pressure of water through coming out of the ear should be high enough to push the water to the pump and with the engine running it should reach the head
I would drop the LU and see if there's any blockage & inspect/replace the Impeller
and as pullitu already mentioned; slide a garden hose...
Most likely due to the deteriorated foam insulation in the cowl.
any remaining SHOULD be removed immediately! (it will get sucked-up by the carbs.)
I replaced mine with sound-absorbing blanket material, that worked really well. On idle (only) she sounds like a 4-stroke
