    I would think from what you wrote, it is not going into reverse, so you will need to find out what in the linkage or the lower unit is not doing what it should be doing. Oh yea it would help if you tell what 9,9 the motor is

I would drain some lube from the lower unit to make sure there is no water in there. and then take lower unit apart to see what happened if you are sure all adjustments...

    no one but you knows what motor you are talking about, and that makes it difficult some times. how did that plug look when you pulled it? did you look up into that plug hole with a good light or maybe borescope? heavy dose of ringfree or seafoam might clear up carbon if that is what the problem...

    too much fuel to air along with too little fuel to air will not allow a cylinder to fire and burn the fuel. sounds like you have some plugged up jets and the motor is lean sneezing, but dumping fuel is what you need to chase right now
