$200 ?------Local shop might make one for less.-----There must be a lot of used ones around for about $20 in my opinion.------Weld a piece of flat bar on a nut and use a long drift to drive that tube out.
With a carburetor filled with the manual fuel pump it should run for at least 10 seconds.----Sounds like you need to adjust / inspect this new carburetor.
Have you inspected / replaced the fuel pump diaphragm ?-----What # is on the high speed jet ?-----Is the exhaust path clear all the way to the prop ?-----Compression test values should be posted.
Guessing does not work very well.----Some simple trouble shooting gets results every time.-----Will it start on #1 alone ?-----Will it start on #2 alone , yes or no ?
Your location ?----Do a complete inspection of this boat before spending any beer tokens.------Perhaps it has water logged foam under the floor.-----It is nearly 50 years old and there could be many things wrong with it.
In the old " universal magneto " the right hand breaker points were for the top.------Now the different style magneto found on a 1976 model 15 HP may well be opposite of that !!!
