Perhaps you are missing the fact that this boat might be a rotten mess ( transom and stringers ) under the floor.----And perhaps with a previous attempt at repairs.-----Look this boat over carefully before you spend any beer tokens on it.
Take it apart again.------Now put lower unit in neutral.-----Have control in neutral.-----Assemble.------Or put lower unit in forward and control in forward and assemble.-----Your choice.-----Easy job when you understand how it works.
Attendance may go down in the coming years.-----I heard that NASCAR has removed a lot of seats at their venues.-----Makes it " look like " there is full bleachers.
That appears to be the 9.9 / 15 HP carburetor.-------Used on the much bigger displacement 20 HP.-----Correct that screw on the front is not an adjustment.------What is your motor doing / not doing ?
Post video of transom / steering / midsection area.------Post a video with motor going in reverse at some speed above idle.----Or slowing down quickly from full throttle.----I say you need at least a 25" motor or even a 30" motor on this ----" free boat "
Surface gap plugs were used in Johnson / Evinrude about 50 years ago.-----On 55 to 125 HP models.------Fuel can pool in an engine when there is not enough HEAT to keep it vaporized !!!!
