since you are mixing and matching generations of parts, you cant go off of the parts lists from mercruiser.
your accessory drive pulleys may need a 7 gauge (3/16") spacer made because the 96 and later motor has a different balancer than the 95 and earlier
This will help on the base engine side...
codes mean nothing on a boat motor or a car motor as usually the code is thrown because 4 other systems are out of norm.
As Chris and Ted mentioned. you have to be looking at live data
Case in point. my car motor was throwing a cam bank out of range which is generally the cam position sensor...
if a thief wants your motor, they will take it, regardless of locks or bolts
just south of me in Lee county, they will steel the whole boat, drag it about a mile down the road, then strip it in under 15 minutes using saws to cut the tansom
most likely the exhaust manifold is shot (really common on the pinto motor based OMG offering)
hold on to your shorts when you find out what that NLA bit of hardware will cost you.
you went thru the effort of buying a new wrong block and heads. why not buy the correct block and heads? 30hp is a concern
a running used 1996 or later vortec headed 4.3 is under $200 from the local pull-your-part salvage yard.
skip GM parts for valve train. they used 1.6:1 rockers.
cheaper to buy a kit from summit racing

dont know. thats up to you to look.
doubt you will find a 19 foot tiller boat, most will come with remote steering and controls.
you would be better off looking at a blue fin or other brand of boat vs an early 80's boat with rotten stringers/transom/etc.
yep, same one I posted prior. BTW, if you order from From flow GM, it will take a while. your better off on oemcats.com, finding which GM distributors have the parts in stock and call them directly. gmpartsdirect (Flow GM) is slow as hell in filling orders
Start at tvr battery and clean every connection from the battery to the block to the helm, by clean, 150 grit sandpaper clean to where your mother in law woild eat off them
suggest you start googling points style ignition to get the understanding of what you have

because the LS motors were used exclusively automotive after 2003 and now the LT motors are coming in
the SBC hasnt been used automotive wise since. however the industrial motors (generators, trash pumps, fork lifts and boat motors) were used after.
on the LS and the LT the reluctor ring is a...
remember, your drive is limited to 5500 RPM or less. Circle track motors spin to 11k. the XM270 is a small cam compared to what is normally in a circle track motor. it has almost no overlap and runs out of breath at 5300 RPM
