Which GL model?
The .4V should happen because there is a diode inline
Pins 85 and 86 is the relay coil
Pins 30 (in) and 87 (out) is relay contacts
Pin 85 should be ground
This is a GL-B
Your not going to find a reman Merc motor at the Merc site.
Take the fuel filter off and dump in a clear container to see if there is anything but clean gas
It sounds like the carb is flooding, and if so its an easy enough fix. Remove top of the carb and check needle seat and float setting...
Red = direct battery connection
Red/Purple = battery voltage after 50 amp breaker
The Red/Purple goes to several places, and then to thru other fuses (changes colors) and on again
Its the shift switch on the shift plate, it needs adjusting or replacing
The in gear switch is telling the ECM that the boat is not in gear, and beeps starts above 3500
That just doesn't sound right. On the negative side of the coil there should only be a gray tach and another gray that goes back to the TB ignition module
Here is a 4.3 but wiring is the same
On a 3.0 the temp switch applies a ground to keep the TKS module extended. If the temp switch does not stay closed then the module cools down and retracts the post, which would cause the motor to draw in more fuel then needed. From what your talking about I think this would be the issue
Measure the dipstick tube
Standard 24 inch
Closed 30.5 inch
This brings up another issue which does not make since
Standard dipstick 21.5 and tube 24 = 2.5 inch above the tube
Closed dipstick 30.25 and tube 30.5 = .25 inch above the tube
Probably another misprint

Have to have the right fittings.
The path for fuel supply is filter, pump, Regulator and fuel rail. Anything over 30 psi goes back to the filter and repeats.
Not real versed on VP steering but think they have the need to be setup as Mercs to get the valve channels in correct alignment. In the pic not the flats need to be straight up and down once the steering cable is aligned

The pic only shows the ignition side, which the purple wire also goes to the alternator and choke

The Red/Purple wire comes from the motor thru the ignition switch and then to the gauges. If disconnecting the gauges stops the drain then then I would see if the key switch is the issue, or something has been connected to the wire. Could also be that the wire coming from the motor
