if you attempt to put the outdrive in a bucket, the bucket has to be big enough to get the whole boat in it to submerge the raw water pump far enough for it to prime. not just cover the intake, however get the watter above the pump

inside the bilge, about 1" above the inside of the bottom of the hull. start by drilling 3-4 inches away from the transom drain plug. drill about 3/4" deep. then move outward about 6" and repeat.
