    you have not cleaned anything go back and check all the connections. start at the battery. use 320 grit sand paper and shine up every connection until it is clean enough that your mother in law can eat off them. battery terminals, cable connections, starter, block, circuit breaker...

    start at the battery and work your way up to the helm cleaning every connection (both power and ground) along with every harness connection. you have a bad connection somewhere. probably a ground.

    yes, rack and pinion. if you dont believe its the cable, disconnect both ends. should be able to move it with only two fingers. when mine froze up, I couldnt pull the inner cable even with my truck steering cables last about 15 years

    FWIW, 4" 4-ply kevlar turbo hose is half the price and twice as good and comes for about $120 a 4' stick ( has a 500F rating vs the rubber exhaust hose which is 2 ply, and only has a 250F rating ).
