    when I was looking at it after the fact, it didn't seem that the reluctor interfered with the damper, but not sure. The damper came from an '89 and was installed in an '01 blazer block.

    I don't think this is true, please provide a reference Not sure what you mean here, but the 4.3s are internally balanced. Flywheels and balancers are not part of it. Merc or gm. No merit. Non cps balancer will swap. I removed the reluctor on mine but not sure that's even necessary

    It should already be in forward when the drive is put on, and the prop should be locked CCW, so I'd start there.

    Not when it's off, but running should come out of the relief ports on the transom and/or the prop. Might take 30-60 seconds to fill.

    That's the job of the OP switch. If you're jumping it correctly, you should have 12v at the fuel pump terminal. Sounds like you aren't jumping it correctly or you need to jump to the fuel pump directly.

    Not sure why you guys don't think that water can get to these bolts. They are exposed to water and sealed with a rubber oring. My bolts were severely corroded, and water had rotted the area around the bolts.
