If the later, the danger is having the coil trying to spark, but the cable is too far, and the coil will spark inside itself, and destroy its insulation, and reducing its output...

    If you're on the trailer, try to lower the front, and test. Also, test your raw water pump in case the bearing seal is leaking air. Pump sucking air instead of water. It happened to me. I vacuum tested and pressure tested all sections from the outdrive to the pump to finally find that.

    Most likely the check valve of the high pressure fuel pump doesn't work properly. Mine is doing that. Bleeds to 5 psi in 5 minutes. When I start the engine, I just wait for the 2 beeps to complete (1.5 seconds) before starting. It gives a chance to the fuel pump to fill the fuel rail.
