Pertaining to the plug that is not firing......
There are orange wires leading from those coils to the powerpack. Switch those wires (reverse their position) momentarily.
With the spark plugs removed, crank the engine over with the ignition key. If the coil that didn't fire previously now does fire, then obviously the coil is okay.
Remember to switch those orange wires back to where they belong.
That vertical throttle lever spring is no doubt okay. the tightness would be due to either a tight timer base assembly under the flywheel, or the vertical throttle lever is jamming for some reason.
