I have twin 2003 140's and my drainplug is below the cover, just above the water line . You'll see a silver hex head nut, that's it. You do not need to remove the cowling to get at it. BUT do yourself a favor and get a new plug. On mine the hex heads were very small and easy to strip, believe me, I know!! Last year they came out with a plug with a much larger hex and a much heavier head. You will not strip these. The oil filter is under the cowling and to get at it you must remove one side. Be careful when you put the cowling back as a fuel line runs right along side it and it is easy to pinch. You won't know you did it until the engine cuts out. That's another story!!!!
