NEGATIVE! For that engine it's 24:1 ratio. That's a quart of TCW3 oil to 6 gallons of 87 octain regular unleaded gas.
24:1 was the ratio for SAE 30 weight oils of the day. Evenrude still recomends 24:1 however, if they recomend anything else and it blew up, they might get sued. Now I run 50:1 on all my old engines, with TCW3's, been doing that for over 20 years, with no problems. I also will not say to use 50:1, that way you can't sue me...

As for the fuel, 89 octane, will make sure you won't melt a piston due to preignitions. It more important to make sure you mix the fuel correctly, (don't guess there are cheap measuring kits for pre mixing)as that will make for a better overall experence. Less smoke, less carbon build up, etc etc. In Canada, or the UK or Australia, thats 1 quart to FIVE gallons, since we use imperial, or 1 litre to 25 liters.
