1975 Merc 1150 pees on muffs

I have a 1975 Merc 1150 that I bought last fall. I replaced the impeller, put it on muffs and turned on the water before starting it for the first time today. The pee stream started spraying water even when the motor was not running (not all the time but most of it). On my other Merc's the only time they would pee is when they were running. Is there something I could have done when I changed the impeller or is it normal for this motor to pee with only the muffs attached? Or is there some other problem?

I would guess when using the muffs you are putting enough water pressure into the lower unit that its pushing water up past the water pump into the block and spraying out the pee hose.

I thought it was against the law to pee in the lake:)
I am redoing the boat it is for so I probably won't know that until fall or next spring. I just wanted to make sure it was going to run.

I've never seen that before, but IIRC that motor doesn't have any thermostats to block water flow either. I would put the lower unit in a bucket if I was worried.
