It's been a while, but as I remember taking the fuel pump apart and rebuilding is a very easy job and it seems like the rear section was basically a vent area for the diaphragm and didn't come into contact with fuel.

That is all there is to them. What are you trying to do? You can buy a new one for not much more

Could run into a problem with the starter meshing with the ring gear on the flywheel and end up tearing up both.

That fuel pump is the main line pump on most Evinrudes and Johnson OB's. If you can't find the kit you think you need, buy a new one. But the kits are simple and there really isn't much to those pumps. If you can spin the engine over with the starter and it doesn't fire, have you checked the spark? Buy a spark tester and see if your engine's ignition can jump a 7/16" spar gap. If so, then look at the carb(s).

You can take some pre mixed fuel in a squirt bottle and squirt it in carbs to see if it tries to start if it don't id be looking into a spark issue.

3 things are needed for a 2 cycle to run. Compression, spark and fuel. You can dump all the fuel into it that you want but with just one of the other 2 missing it will not run. Needs to have all three. Start with a compression test. On that engine it should have between 130-150psi, 145-150 is normal. Then do a spark test with an open air gap tester If those are all good then go back to the fuel system.

After you filled the carbs by pumping the primer bulb did you open the drain plug at the bottom and make sure that fuel ran out of them? You could have the floats set wrong and not getting any fuel.
