OK. I tried smaller idle bleed orifices, but I went too small and I couldn't bring the idle up to where it needs to be, so I put the old ones back in. If I get time, I'm going to drill them out so they are just .004" smaller than what is in there now.
I removed the check valve from the tank, and discovered that someone had removed the check ball and spring. I installed a new check valve in the tank, only to discover that the the primer bulb was unable to provide enough suction to lift the check ball off the seat. This caused the primer bulb to collapse when I attempted to pump it up. This wasn't working, so I put the old fitting with the check ball removed back in.
I rerouted the fuel line so it did not dip down into the bilge, and now it stays roughly parallel with the top of the tank. I don't know if that helped at all, and the line for the other engine is not like that, and runs fine, but I did it just because.
I then did the idle timing and WOT timing adjustment using the procedure in one of the stickies on this forum. It was some better, but still hard starting in neutral. I finally misadjusted the timing cam roller and it is much better. If I'm on a short drift, it will restart by just turning the key. If it sits for a longer period, I sometime have to take it out of gear, and advance the throttle, but that is a very minor inconvenience. I'll play with it more when I haul the boat for the season, but for now I'm good.
Thanks to everyone that gave their input, especially Clanton. If I didn't know about the carb problem on the 1986 engines, I'd still be chasing this.
