You all got it right ! The t-stat was stuck open . Put in a new one and motor running at around 185-200 at dash gauge .

Rule number 1..when troubleshooting. Check the obvious first.
Rule number 2....never use an IR gun to take readings inside a thermal mass.
Rule number 3 .....double check rule number 1 ....lol
