Is your tank built into the boat or is it a portable one.
Any chance your tank is sitting on the fuel line.
The fuel filter should have arrows or marked" in" on one side and" out" on the other so in from the tank and out to the pump.
Try loosening the cap like pnwboat said, this will let air in and allow the pump to perform properly and then you will know if its a venting prob.
Another idea is after it bogs and dies then pull the carb bowl to verify there is enough fuel in the bowls.
Is the primer bulb flowing fuel in the right direction?

It is a built in one.

Not sitting on a fuel line and all lines are new.

Primer bulb is new and in right.

Depending on the boat, there should be a fuel vent already present either on the rear or inside of the transom well area. Should be silver or metal cap that vents out of the bottom.
If not then leave that rubber gasket out and see if that helps.

I'm by no means an expert in this area, but your venting set up is a little different than what I'm used to seeing. Like bentle said, the vent hose usually goes to a thru-fitting in the transom or one side of the hull. Looks like you have a "special" gas cap for your set up. Maybe it's bad?? Like I said earlier, try loosening it up or removing it if you can.

One other thing I wanted to mention is the fuel pick-up tube. You said that you checked it out. Did you actually run something through it or just looked at it. It should go down to within about an inch or half an inch off the bottom of the tank. Some pick up tubes have a rubber extension that actually lays on the bottom of the tank. The rubber get soft and deteriorates and will not flow like it should.

Here are is the cap. You can see the vent hose connector on the to, and the venting in the cap itself.

Looks like I will be trying a new cap whether ity was an issue or not. I cross threaded the fuel surge cap and broke it.

What is Fuel Surge anyway?

Pretty sure that you cannot recirculate the fuel vent back through the fill hose. This defeats the purpose of the fuel vent. It needs to vent into the atmosphere or outside so it can breathe. This will allow the pump to pull the fuel to the cabs with ease.

More or less if you were to take an empty 2 liter plastic bottle and try to suck the air through the opening with your mouth pretty quickly there is no air and the bottle collapses.
now if you were to put a small hole in the bottom of the bottle then it gets the air and allows you to breathe through the bottle. Make sense?
Same rules apply here.
Need to vent it into the atmosphere or outside and I bet you will be good to go.

I agree 100%. I think that there has to be something screwy with the cap. It is a very common cap on bass boats so I know the set up is sound.. Clearly it is not venting (either because the gasket is messed up or something).

Mine was doing this and it turned out that someone had removed the thermostat. Engine felt like it needed the choke after idling a bit. Make sure the thermostat is installed and working properly.

Yeah, checked that, turned out that is why the power head blew in the first place. The thermostat was bad and never alerted me to the overheating. I replaced it and it works, but did not impact the bogging issue.

Well What was it ?? Have simular problem..

Still not fixed. Just replaced the Fuel Cap to see if there was a vent problem, and am investigating the prop. The original prop had more clearance for exhaust than the new one. Thought maybe it was causing the exhast to back up or something. I am really grasping at straws now.

Have you tried using a portable fuel tank?

This would let you isolate the problem to either the inbuilt tank or the engine.
