Is your tank built into the boat or is it a portable one.
Any chance your tank is sitting on the fuel line.
The fuel filter should have arrows or marked" in" on one side and" out" on the other so in from the tank and out to the pump.
Try loosening the cap like pnwboat said, this will let air in and allow the pump to perform properly and then you will know if its a venting prob.
Another idea is after it bogs and dies then pull the carb bowl to verify there is enough fuel in the bowls.
Is the primer bulb flowing fuel in the right direction?
