Adjusting shift cable linkages on 02 johnson 70hp 4 stroke

We are converting from a Johnson 60 2stroke to a 02 70hp 4stroke. Trying to use the same cables just put on the wiring harness adapter.<br />When setting up the shifting cable linkages, obviously in neutral the prop should spin freely both directions. When in forward both cable linkages move (I assume one is throttle and one is gear shift) should the prop lock in forward, clockwise and not spin but can spin counterclockwise? In reverse it locks both directions. Is it easier to adjust these with the motor running?

You adjust them with the engine off. Disconnect both linkages at the engine. Place the control box lever in neutral. Manually put the shift lever on the engine in neutral. Adjust the trunion on the shift cable until the shift cable can be connected to the shift linkage on the engine without moving the linkage. Repeat that process for the throttle but make sure the throttle linkage on the engine is in its fully closed position when adjusting the trunion. If you don't know which cable is which, the shift cable will move first when moving the throttle lever.

So the prop should not turn clockwise when you are in the forward position but turn counter with some clicking? Reverse is just the opposite?
