That's why you don't ask permission, and let a minimum amount of people see you do it. It's also why there's all the red tape and the city will likely never fix it. You do it on a wednesday afternoon (at my boat ramp there isn't a soul there through most of the week), someone trips or whatever and the city has no record, there is no record of anybody fixing it, so Mr. Clumsy is SOL. AND, the city isn't going to be calling the FBI to try and find the guy who fixed the pothole. They'll just be able to prove it wasn't them.
Fix it yourself. DEFINITELY don't blow a tire or anything. You prove that it's not a safe functioning ramp and they'll definitely close it before they fix it (In a year or so).
