its a single prop, with a 4barrle carb. so I can use SEA 30 in the engine, drive(lower leg), tilt, and power steering?
yes.

do not forget to grease the PDS shaft (grease zirk just in front of steering actuator) and the steering shaft.

is it possible someone changed the drive and engine at some time?
I understand what people are saying about the last part of the HIN saying its a 1991 vessel but the vessel has to may things saying its a older boat because of things like design and materials ,cupboard hinge and handle design and the registration (its registered as 1978) so I'm really getting confused

The shape and style, and certainly the condition, do not indicate its as old as 78. (at least IMHO)

Certainly drives can and often do get replaced. Also, registrations get lost and boats get re-registered incorrectly in states where the rules are not too rigid.

What is certain is the HIN, which is embossed when the hull is manufactured. Not likely that can be forged. And when the metal plate matches the hull, well....
