carb question

I had a crack in my block and installed a new block, pistons, heads and crank (used old crank) in my 4.3 gl volvo. I got everything in and running and took it to the mechaninc to have it checked out. He adjusted the timing for me to run 87 octane fuel and said that everything looked good. I took it out on the water and it is running very rich (smell of exhaust) and will only top out at 3000rpm. I think that it is in the carb. Am I headed in the right direction? what would you guys check?
From what I can find it is a fixed jet carb and does not have adjustment screw is this correct?
Another subject. Does anyone know a very reputable mechanic in the Dallas area. I do need one (having trust issues with mine).

Carb could likely use some work, especially if it sat with fuel in it for a period of time.

I put it in the water this afternoon. There were two screws with little covers on them one on each side of the carb. I turned each one in 1/4 turn. I also adjusted the idol a little while I was in there. That seemed to help the rpm's would go to 3800 and it did not smell as rich. It still smelled a little rich am I on the right track.

Before I left I doublechecked everything for leaks and all is well there.

That is not near a proper setting !
read the manual about how to set the carb .

the screws your turning are not a pair and need to be adjusted as singles and independently.

anytime you see turn them in and turn them out say 1.5 turns or whatever is just a starting point !

all in all that adjustment is not going to bring you RPM up what you are missing , but does need to be properly set.

What carb?
Choke setting?

screws only effect idle settings, not part and full throttle mixture. This requires jet/rod replacement for tuning.
