In regard to fuel consumption, I think that you will find that you will get the most miles per gallon at displacement speeds. The fuel consumption curve for most boat/motor combinations peaks prior to planing, drops considerably as the boat begins to push the bow wave into the planing condition, rises again but does not exceed the highest mileage value, and then tapers off as the motor is pushed all the way to WOT.
