In regard to fuel consumption, I think that you will find that you will get the most miles per gallon at displacement speeds. The fuel consumption curve for most boat/motor combinations peaks prior to planing, drops considerably as the boat begins to push the bow wave into the planing condition, rises again but does not exceed the highest mileage value, and then tapers off as the motor is pushed all the way to WOT.

That should get you to about 8miles south of Revelstoke, Where it opens up into High Arrows Lk., I have seen 6'+ waves blow up quicker than we could get back across with a 16' Legend with a 60hp on it. Took alot of beating to get to launch. From there to the Hugh Keenlyside dam at Castlegar is BIG water, BIG winds do blow in the valley most days. Through the locks, you will be ok if you stay to the East side, away from Selgars log booms. Not sure how you will tackle the Hydro dam at Juanita, just south of Trail, then the Grand Coulee Dam, State side.
Best of luck, it will be an exciting trip, to say the least.

I'll tell you what, I wouldn't want to be caught out in the middle of the Columbia in the gorge area when the wind is blowing. Oh wait that is all the time. Those swells and white caps look pretty gnarly even from the shore on a slight wind. So good Luck and be safe.
