That motor should have a black w/yellow stripe wire from the powerpack. Anytime this wire is shorted to ground, or to a wire that's connected to ground, it kills the engine. Usually this wire is connected to an "M" terminal on your ignition switch. A black ground wire is connected to the other "M" terminal. When the key is turned off, the two "M" terminals are shorted together, thereby killing the engine. (Also, there can be a lanyard safety switch in the circuit that does the same thing.) Somewhere, one of those two wires is not completing the circuit, i.e. broken, disconnected, etc.
