To expand on what JB said. You need a tach and a GPS to optimize the set-up. Start with the antiventilation plate at or just above the hull bottom. Make a trial run noting speed and RPM at max trim. Raise it up and repeat test. Always make sure the motor is pumping water, however, normally the motor will ventilate before it stops pumping.
One thing to consider. Sometimes when you maximize height of the OB, the speed may not be maximized. I have found that dropping the motor down a bit from max lift allows more trimming which will increase performance.
